Overview

The SEE Enterprise Pathway Pilot is now closed to expressions of interest. We will now be shortlisting applications. Applicants will be informed if they have been selected for the shortlist and those who have will be invited to formally apply to join the pathway on Friday 15th November.

 

The SEE Enterprise Pathway is a new Government of Jersey pilot project to support and develop the entrepreneurial economy to deliver on Jersey’s social and environmental goals.

The primary purpose of the SEE Enterprise Pathway is to provide a comprehensive framework of support to make it easier to startup, develop and scale businesses that will have a positive impact on the Jersey community and environment.

The SEE (Social, Environmental and Economic) Enterprise Pathway has been developed in response to the Government of Jersey’s Future Economy Plan and the findings and recommendations of the Barriers to Business Report. 

Following the pilot phase of the project, businesses (new and established) will be invited to apply to join the SEE Enterprise Pathway. After successfully applying, businesses will be supported through an accreditation process. Once a business has received SEE Accreditation, they will gain access to benefits including:

  • Business support.
  • Membership of a network of social entrepreneurs.
  • Social enterprise training.
  • Guidance through regulatory processes.
  • Access to subsidies and forms of financial support.
  • Structured introductions to investors.

Becoming a Pilot Partner

The SEE Enterprise Pathway has entered a phase of beta-testing. Before it is launched more widely and made available to the whole business sector, we will first test and refine the framework with a cohort of between 4 – 7 enterprises. These businesses will be selected by Jersey Business after an assessment process. The ideal pilot cohort will be a mixture of new startups and more established enterprises who are working to change their business model.

The Jersey Business selection process will run as follows:

  • Businesses hoping to become a pilot partner are invited to fill out an expression of interest form (below) before 31st October 2024.
  • Jersey Business will assess expressions through a scoring system against a set of criteria (outlined below) and make a short-list. Short-listed enterprises will be informed by Jersey Business that they have been shortlisted by Friday 15th November 2024.
  • Shortlisted businesses will be invited to complete a full application by Friday 29th November 2024.
  • Selected Businesses will be informed by 13th December 2024.
  • The pilot cohort will start on the SEE Enterprise Pathway on 2nd Jan 2025.

Qualifying criteria

Before submitting an expression of interest, businesses must ensure that they meet the following criteria:

The business

  • Must be registered and controlled in Jersey.
  • Must hold a business licence issued under the Control of Housing and Work (Jersey) Law 2012.
  • Must generate at least 51% of its revenue from trading activity or have business plans showing how this will be achieved.
  • Must, if the controlling entity is not a business (i.e. it is a charity or association), a statement outlining its future business model.
  • Must have a written social, environmental, and economic mission statement.
  • Must be willing to submit documentation relating to the operations of the business such as management accounts and bank statements.

Defining social, environmental and economic impact

Jersey is one of a small number of jurisdictions that have enshrined into law a requirement to consider sustainable well-being in Government decision making.

In order to measure progress against long-term well-being indicators, the Government established the Jersey Performance Framework, embedded into the Government of Jersey’s Common Strategic Policy. It includes a set of outcome measures and performance indicators to track the progress of Jersey against environmental, social and economic goals. It provides a universal framework for what good looks like for the development of Jersey into the future.

SEE Enterprise Pathway Pilot Wheel

A SEE Enterprise is defined as a business endeavour or project which is currently or has the future potential to contribute holistically to multiple Island Outcome Indicators across the economic, social and environmental categories – whilst generating at least 51% of its income from trading activity.

To assess the enterprises who have applied to join the pilot group, we will be using the following criteria to assess the potential impact of the project:
